En 1992, la percée de l’écologie politique aux élections régionales illustre à quel point la défense de l’environnement représente un enjeu grandissant pour les électeurs. Dans ce contexte, l’Institut Français de l’environnement (IFEN) et l'Observatoire Interrégional du Politique (OIP) ont souhaité évaluer - lors d’une première vague en 1993, 1994 puis en 2000 et 2001- l'attachement de l'opinion publique aux thématiques environnementales. Les enquêtes IFEN sont conduites dans 19 régions et portent sur des échantillons importants (plus de 13 000 individus). Elles permettent ainsi d’identifier les acteurs à qui les Français accordent leur confiance pour prendre en compte la préoccupation environnementale ; de mesurer l’impact des politiques d’environnement sur le niveau d’inquiétude des Français ou encore d’analyser le jugement des Français sur les propositions faites en matière d’environnement. En effet, la diffusion de la sensibilité environnementale dans l'opinion va bien au-delà du cercle des sympathisants de l'écologie politique. Ces quatre enquêtes IFEN illustrent un niveau d’inquiétude élevé concernant les dangers qui menacent l’environnement et par conséquent l’apparition d’un civisme environnemental grandissant.
In 1992, the breakthrough of political ecology in the regional elections illustrated the extent to which protection of the environment represented a growing priority for voters. In this context, the French Institute for the Environment (IFEN) and the Interregional Political Observatory (OIP) sought to assess – through a first wave in 1993, 1994, then in 2000 and 2001 – the strength of public opinion on environmental topics. The IFEN surveys were conducted in 19 regions and involved large samples (more than 13,000 individuals). They therefore made it possible to identify the actors whom the French trusted to take environmental concerns into account, to measure the impact of environmental policies on the French public’s level of concern, or to analyse the French public’s judgement of political proposals relating to the environment. Indeed, the spread of environmental awareness in public opinion goes well beyond the circle of adherents to political ecology. These four IFEN studies illustrate a high level of concern over the dangers threatening the environment and therefore the emergence of growing civic involvement in environmental issues.
